Party and Festival
一般的に have a party, go to a party, come to a party, もしくは there is a party. という使い方をしますが、 open a partyとか join a party.
He is having a party this weekend at his house.
(he is opening や he is holdingにはしません。)There's a festival in Koenji next month.
I went to a party in Akasaka last Saturday.
I'm sorry but I can't come to your party tomorrow.
(I can't join

Party and Festival
It's summertime! Festivals, parties, beer gardens and the beach. This month our theme is festivals and parties. The English for festivals and parties is usually the same, so when you read "party" below it can be used for "festival" also.
In general, you have a party, go to a party, come to a party, or you say there is a party. You do not open or join a party. You can hold a party, but that sounds quite official, so you don't use hold in ordinary conversation. Here are some examples:
He is having a party this weekend at his house.
(Not he is opening or he is holding)There's a festival in Koenji next month.
(Not will be held because that sounds like an official announcement)I went to a party in Akasaka last Saturday.
(Not I joined)I'm sorry but I can't come to your party tomorrow.
(Not I can't join)
Have a good summer, and happy festival-going!
